It proposes paying a Tariff to producers of renewable heat as described in this website. the main aspects are:
- Principles of the scheme
- Eligible technologies
- Proposed tariff levels for those technologies
- Eligibility depending on installation date
- Other eligibility criteria
- Measurement of heat

The design broadly follows that of the Feed-in Tariffs for electricity (FITs), but there are some particular variations for RHI.
